OUR EXPERIENCE IN USING THE SERVICE FOR OBTAINING ELECTRONIC SPECIAL PERMITS

On October 2, a new service of the Federal State Budgetary Institution «Rosdormonitoring» started its work on providing electronic special permits for the transportation of bulky and heavy cargoes. The development of this service is a big step forward, because it automates all the processes that directly affect the efficiency of trucking companies.

On the part of this service users, we can highlight the following advantages:

1. Saving the time of issuing special permits: previously, paper permits were issued in 10-15 working days, now it takes 5-6 working days.
2. Saving the time of submitting an application and simplifying the preparation of documents: previously it took minimum 2 hours, now it takes 5 minutes.
3. Previously, the transportation route was given only in the text form, but now, by scanning the QR code, an interactive map opens, which is very convenient.
4. Digitalization of all the stages of obtaining special permits allows to receive all approvals in one place without paper troubles or personal presence.

Despite the obvious advantages of this service, there are some shortcomings that complicate the process of obtaining special permits within the stated time frame. After a month and a half, many of them have been eliminated, still, we continue to face the following problems at work:

1. The “Rosdormonitoring” website is working intermittently, it is impossible to get responses or technical support.
2. The process of issuing permits is slow: since the launch of the service, our company has received only 15 special permits out of 200 applications submitted. They stopped issuing paper special permits since October 2, so in this situation our only option is to get a special permit in electronic form.
3. There is no possibility to edit the route or plot it ourselves: previously, the route could have been laid more efficiently in terms of special permits’ costs.
4. There is no information facilitation: even an experienced employee cannot sort the submitted applications by various parameters (for example, route, license plate, cargo).
5. All road balance holders in the Russian Federation should be connected to this program. However, at the moment, according to our observations, many but not all federal roads, about half of the regional roads and very few local ones are connected to this service. In this regard, it is impossible to get a response from these balance holders. We hope that this process will go faster in the near future.

We are very much looking forward to finalizing this service so that all carriers could quickly and comfortably issue special permits.
